Table with time-trending federal income-tax policy parameters. Refer to IRS Form 1040 for more details on the parameters in this table.

PENSIM:   ITBASE . id
Identifies policy parameters that can vary across calendar years, so more than one row can have the same id value.

Specifies algorithm used to determine filing status. Algorithm 1 represents rules in force from 2004 through at least 2009.

Specifies the age a child must be under to be considered an income-tax dependent.

Valid values: 18 to 22, Integer

PENSIM:   ITBASE . ccd_undage
Specifies the age a child must be under to be considered an eligible child in the child-credit calculations.

PENSIM:   ITBASE . ecd_undage
Specifies the age a child must be under to be considered an eligible child in the earned-income-tax-credit calculations.

PENSIM:   ITBASE . elder_age
Specifies the age an adult must be under to be considered elderly in the standard deduction calculations. In order to specify no elder preference, set elder_age equal to 126.

Specifies whether or not the four combined income thresholds used in social security benefit taxation calculations for this calendar year are indexed. The indexing never occurs before INCTAX.f_index_yr.

Specifies the dollar amount of the low combined-income threshold for filing units other than married-filing-joint used in social security benefit taxation calculations for this calendar year. This is the bottom of the so-called 50 percent inclusion rate tier.

PENSIM:   ITBASE . ss_alt_tax
Specifies whether or not an alternative policy on the income taxation of social security benefits is in effect for this this calendar year. When true, the current-law algorithm for calculating the taxable portion of OASDI benefits (see the five parameters just before this one) is ignored and a flat percent of OASDI benefits (see following ss_alt_pct parameter) are included in AGI for everybody.

Valid values: T (=1) or F (=0) (for true or false), Logical

Specifies the percent fraction of OASDI benefits included in AGI for this calendar year when the ss_alt_tax parameter is true for this calendar year. The value of this parameter is ignored when the value of ss_alt_tax is false.

Specifies the percent of total deductions used in the itemized deduction limitation worksheet for this calendar year. Set this parameter to zero in years during which there is no limitation on itemized deductions.

PENSIM:   ITBASE . ided_i_pct
Specifies the percent of AGI used in the itemized deduction limitation worksheet for this calendar year. Set this parameter to zero in years during which there is no limitation on itemized deductions.

PENSIM:   ITBASE . ided_divby
Specifies the divide-by ratio used in the itemized deduction limitation worksheet for this calendar year. Set this parameter to a value greater than 100 in years during which there is no divide-by rule used in the limitation of itemized deductions.

PENSIM:   ITBASE . dccon_tax
Specifies whether or not DC plan contributions, including both employee and employer contributions, are taxable income, and therefore, included in adjusted gross income (AGI). Note that contributions to DB plans are always excluded from AGI (that is, tax exempt).

PENSIM:   ITBASE . dccon_cpct
Specifies the refundable credit rate (expressed in percentage terms) applied to total (that is, employee and employer) contributions to DC pension plans. As of 2011, federal tax policy sets this parameter to zero. Set this parameter to a positive value only in years for which DC contributions are taxable, and therefore, included in adjusted gross income (AGI), and the policy of excluding DC pension contributions from AGI is replaced by a refundable tax credit for DC pension contributions.
